Japan's First Zero Waste Village
Nestled in the mountains of Shikoku, Kamikatsu stands as Japan's first zero‑waste village. For over twenty years, the residents of this least populated municipality on the island of Shikoku have meticulously separated their trash into 45 different recycling categories — a calm yet revolutionary practice that has turned the town into a global emblem of sustainability and a model of community‑driven environmental action. In Kamikatsu, zero waste goes far beyond sorting materials; it's a philosophy that honours resources, strengthens social bonds, and shapes everyday life.
A model for regional revitalization
Kamiyama is a rural town in Tokushima that has become a standout example of regional revitalization by embracing creativity and openness rather than trying to restore old industries. The town attracted artists, entrepreneurs, students, and remote workers through programs like artist residencies, high‑speed internet infrastructure, opening new college, and the renovation of vacant houses into studios, offices, and cafés. Local residents and NPOs led many of the initiatives, ensuring development stayed community‑driven. As a result, Kamiyama transformed into a small but vibrant hub of culture, innovation, education, and sustainable rural living.

World's First Train-Bus Hybrid
Asa Coast Railway's Dual Mode Vehicle is a pioneering mobility solution blending bus and train capabilities into a single vehicle. They were developed to revitalize rural transportation in Tokushima and Kochi, offering a flexible, low‑cost mobility solution that preserves rail connectivity while expanding reach into communities beyond the tracks. It preserves essential transport links in rural Japan while offering a memorable travel experience along the Pacific coast. Its success has sparked national interest in whether DMVs could support other regional railways facing similar challenges.
More than a station
The Wakayamashi Station redevelopment project is a key transit-oriented development (TOD) led by Nankai Electric Railway and the city. Opened in June 2020, the complex integrates the regional transport hub with a public civic library, commercial food halls, supermarkets, healthcare clinics, offices, and a hotel to revitalize the downtown core.

01
Zero Waste Policy
Kamikatsu Town /
Policy-level zero waste shifts the focus toward systemic redesign and eliminating waste through lifecycle regulations and producer responsibility. Japan exemplifies this approach via the 2000 Basic Act on Establishing a Sound Material-Cycle Society, which enforces a strict hierarchy prioritizing reduction, reuse, and recycling through decentralized municipal execution and civic participation.
02
Regional Revitalization
Kamiyama Town / 神山町
Regional revitalization aims to address population decline, economic stagnation, and urban overconcentration. In Japan, for example, rural areas face a sharp decrease in young populations, with projections indicating that by 2040, many municipalities could lose over 50% of women in their 20s and 30s if trends continue, threatening the survival of these communities. Revitalization policies seek to redistribute population, create local employment, and maintain vibrant regional economies.

Transit Oriented Development
Nankai Railway Wakayamashi Station /
Wakayama Civic Library /
Transit Oriented Development, or TOD, is an approach to urban development designed to bring people, services, and activities together with quality public transport supported by walking and cycling conditions to facilitate shorter trips, better lifestyles, and more efficient use of city resources.
07
Rural Public Transportation System
Asa Coast Railway Dual Mode Vehicle /
A rural public transportation system provides mobility services in areas with low population densities and populations typically under 50,000. These networks act as lifelines for populations that cannot drive, helping seniors, youths, and low-income residents reach healthcare, jobs, and education. Rural public transportation in Japan faces severe challenges due to depopulation and an aging society. Traditional fixed-route buses and local train lines run infrequently, and struggle with mounting deficits. Municipalities are increasingly replacing conventional transit with on-demand shared taxis, community-operated micro-buses, and localized public ride-sharing frameworks.

Education
教育
Kamiyama Marugoto College of Design, Technology and Entrepreneurship /
Japan's education system is famous worldwide for its discipline, high academic standards, and structured pathways. However, its traditional emphasis on rote memorization and high-stakes university entrance exams is facing intense scrutiny as the country shifts toward a digital, startup-driven global economy. Opened in April 2023, Kamiyama Marugoto College is Japan's first newly established private KOSEN in over 20 years. It weaponized the 5-year KOSEN framework to create a counter-culture to traditional Japanese education.
